
Richard Scott is a native of Baltimore, Maryland. He is the older of two children. He was educated in the Baltimore City Public Schools. He has earned a B.S. degree in Psychology, Master’s degree in Guidance and Counseling, a Doctorate degree in Biblical Counseling and a certificate of religious studies from the Baltimore School of the Bible.Retired from the Maryland State Department of Education with thirty-six years of teaching and leading school counselors, including directors of student services, to implement a comprehensive, developmental school counseling program and an effective student services program mandated by the Code of Maryland Regulations. Has trained, supervised, and facilitated all levels of student services professionals, and has been instrumental in developing and implementing career development and youth suicide prevention programs. Responsible for effective management of home schooling programs and implementation of peer programs. Provided quality and outstanding technical assistance to local school systems. Effectively provided leadership as student services team leader.
Bishop and Lady Scott met and had their spiritual foundation at the Bible Way World Wide Church, Washington, DC, under the leadership of Bishop Smallwood E. Williams. They later became charter members of Shiloh Abundant Life Church under the leadership of Dr. Darnell Leach. Bishop Scott was consecrated as a bishop in October 2015 by Apostle Stanley M. Butler, presiding prelate of Marketplace Fellowship & Churches.
He and his wife, First Lady Carol, are the founders of Redeeming the Time Ministry Family Outreach Center (RTTMFOC). RTTMFOC was founded in March2012. They are the proud parents of DeHavon and Brittany and grandson, Jordon.
